🔥 Burned Member IDs

Permanent registry of IMC Member IDs that were retired when their holding player was deleted. These IDs can never be reissued to anyone — once burned, the sequence number is dead forever to preserve the lifetime-unique guarantee.

Each row represents a Member ID that used to exist but no longer points to any living player record. The numeric sequence is consumed — the next verified player in that country gets a higher number, not this one.
